As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
The manuscripts are accepted if has not been published or submitted for publication elsewhere.
The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.
Internet links are provided as a complete URL.
Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text (and not at the end of the document).
Text should follow the stylistic and bibliography requirements as stated in Regulations located in the Part "About Us."
Please, remove the authors' names from the title of the article and other parts of the document to ensure the anonymity of reviewing.
The author(s) have read the terms of payment of the article processing charge.

- General Provisions
1.1. This document defines the position of OOO "Izdatelstvo OKI" (Primary State Registration Number 1037721010788, Taxpayer Identification Number 7721253233, Reason for Registration Code 773101001, hereinafter referred to as the "Operator") regarding compliance with the requirements of the legislation of the Russian Federation on personal data (Federal Law No. 152-FZ of July 27, 2006 "On Personal Data"), as well as the procedure for the processing and protection of information pertaining to individuals (Users) utilizing the Operator's Websites.
1.2. Legislative Changes in 2025–2026: This Policy has been updated to incorporate:
- The entry into force of Order No. 140 of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) dated June 19, 2025 (new requirements for data depersonalization/anonymization).
- The mandatory requirement for separate consent for the processing of personal data (Part 1, Article 9 of Federal Law No. 152-FZ).
- The obligation for localisation of databases on the territory of the Russian Federation.
1.3. The use of the Operator's Websites by the User constitutes unconditional acceptance of the terms of this Policy.
- Legal Bases for Processing
2.1. The Operator processes personal data exclusively on the following legal bases:
- Federal Law No. 152-FZ "On Personal Data".
- Federal Law No. 149-FZ "On Information, Information Technologies and the Protection of Information".
- Separate informed consent of the User (executed as a standalone document and not as an integral part of a user agreement).
- Composition of Personal Data
3.1. During registration, subscription, or the use of feedback forms on the Websites (www.izdat-oki.ru and others), the Operator may process:
- Mandatory Data: Surname, first name, patronymic name, email address.
- Optional Data: Contact telephone number, place of employment, position, academic degree.
- Other Data (depersonalized): Cookie data, IP address, browser information. In accordance with the requirements of Order No. 140, automatically collected data is subject to depersonalization/anonymization using methods of identifier introduction or semantic modification.
- Purposes of Processing
4.1. The Operator collects data strictly for the achievement of the following purposes (principle of data minimization):
- Provision of electronic journals, news, and publication notifications via mailing lists.
- Conclusion and execution of agreements (including public offers).
- Communication with authors and reviewers.
- Improvement of website functionality (analytics, statistics).
- Requirements for Depersonalization/Anonymization
5.1. In accordance with Order No. 140 of Roskomnadzor (effective from September 1, 2025), the Operator ensures the depersonalization/anonymization of personal data using the following methods:
- Identifier Introduction Method: Replacement of full names and contact details with unique codes (IDs) for internal analytics.
- Transformation Method: Aggregation/generalization of data for statistical reporting.
5.2. The storage of source (original) and depersonalized/anonymized data is carried out separately. Access to de-identification keys (using the identifier introduction method) is restricted solely to authorized personnel.
- Localisation and Storage (Compliance with Federal Law No. 152-FZ)
6.1. Recording, systematisation, accumulation, and storage of personal data of Russian Users are carried out using server infrastructure located within the territory of the Russian Federation.
6.2. The retention periods for personal data correspond to the purposes of their processing and shall not exceed the durations stipulated by the applicable legislation of the Russian Federation. Upon withdrawal of consent or achievement of the processing purposes, data is subject to destruction.
- Consent to Processing
7.1. The User provides consent for the processing of their data freely, by their own will, and in their own interest.
7.2. Form of Consent: Consent is executed via a separate action (through a checkbox or explicit confirmation in a distinct window) and does not constitute a tacit condition of any agreement. The User has the right to withdraw consent by sending a written notification to the Operator's email address.
- Transfer of Data to Third Parties
8.1. The Operator is entitled to transfer personal data to third parties solely under the following circumstances:
- The User has explicitly expressed consent to such transfer.
- The transfer is mandated by the legislation of the Russian Federation.
- The transfer occurs within the framework of data processing by authorized partners (e.g., email distribution services, hosting providers) subject to the conclusion of agreements with them that contain confidentiality obligations.
8.2. Cross-Border Transfer: Should a Website be technically accessible from abroad, the Operator hereby notifies that cross-border transfer of personal data is carried out only upon obtaining a corresponding notification from Roskomnadzor and subject to ensuring legal protection for such data.
- Rights of the Personal Data Subject
9.1. The User has the right to:
- Obtain information regarding the processing of their data.
- Request rectification, blocking, or destruction of their inaccurate data.
- Withdraw consent for data processing.
- Appeal against the Operator's actions to Roskomnadzor.
- Liability and Dispute Resolution
10.1. The Operator shall bear no liability for the actions of third parties who gain access to the User's data through websites to which hyperlinks from the Operator's resources lead.
10.2. Disputes shall be subject to adjudication in a court of law at the Operator's place of location in accordance with the applicable legislation of the Russian Federation.
